The first session of the PrepCom was held in New York, UN Headquarter, on September
17-18, 2014. The second session was held in Nairobi, Kenya, on April 14 – 16, 2015 and the third session was held in Surabaya, Indonesia, on 25 July 25 – 27, 2016.
Following the established UN procedures for an inter-governmental conference, the Bureau of the PrepCom was the Member States' representation for the coordination of the preparatory process towards the Habitat III Conference.

The goal of the PrepCom meetings was to negotiate the text of the NUA which was finally approved by all 193 UN Member States during the global conference "Habitat III". In May 2016 the Bureau published the prime proposal of NUA. Subsequently followed intergovernmental consultations, informal discussions and joint meetings with partners; these meetings were held at UN headquarters in New York. Consultations of the states took place mostly in the form of informal discussions in closer groups of stakeholders – for example the thematic issue "Follow-up and review," or "Right to the City".
After hearings with civil society and local authorities the Bureau published the prime revised proposal of NUA on June 2016. At the beginning of July 2016 another modified proposal was sent as a formal basis for negotiations to PrepCom3.
PerCom3 meeting was held on July 25-27, 2016 in Indonesian Surabaya; Czech delegation was led by the Minister of Regional Development Karla Šlechtová. In her speech she presented the results of the successful regional "European Habitat" conference held in Prague March 2016. The goal of PrepCom3 was ideally to find the consensus on edited version of the NUA so the UN Member States could agree on the final wording of the document in October 2016 at the "Habitat III" UN conference. That did not happen; there were some outstanding issues - especially in the final part of the "Follow-up".
The NUA was approved at the UN global conference in October 2016. NUA establishes the policy and financing of Urban Development in the next 20 years, and gives an important impulse to the global "Agenda 2030" implementation, mainly to reach the commitments contained in the 11 objectives focused on Housing and Urban Development.
