The Ministry for Regional Development exercises the function of the public administration authority in the matters of spatial planning, including planning permission proceedings, under Act no. 183/2006 Coll., on Spatial Planning and Building Rules (“Building Act”) and under other legal regulations. The Ministry carries out methodical activities, provides guidance and streamlines the exercise of State administration, practices of spatial planning authorities and building offices in the field of spatial planning and planning permission proceedings.
Relevant departments and units review the decisions by administrative bodies (i.e. self-governing regional offices and Magistrate of the Capital City of Prague) in the field of spatial planning and building rules, namely in appellate and review proceedings. In addition,they exercise control of the activity and handle the claims for damages caused by unlawful decisions or maladministration of administrative bodies within the scope of application given by the Building Act.
The Ministry also conducts methodical activity in the field of spatial planning and urbanism, planning permission proceedings, building rules and expropriation, provides guidance and streamlines the exercise of State administration and practices of spatial planning authorities and building offices. Relevant authorized departments and units secure, where appropriate, the tasks in the system of verification of special professional qualifications of the servants of self-governing regional and municipal offices in all areas referred to above.
In the field of spatial planning and building rules, the Ministry, inter alia, draws upspatial development policy, keeps records of planning activity or ensures the activity of the Advisory Board for the Application of building regulations. It also assesses drafts of Principles of Spatial Development procured by self-governing regions and exercises supervision overall matters relating to spatial planning.
In the capacity of the National Coordinator the Ministry secures the conditions for the implementation of programmes co-financed from Structural Funds, namely international programmes carried out in the framework of Objective 3 of the European territorial cooperation. They involve programmes of transnational cooperation, interregional cooperation and ESPON 2013 programme.
